Official notice verified 2026-08-08. Firm-selection QCBS; 30-month delivery with a multidisciplinary team of at least 16. Shortlisting requires, within the five years before the EOI deadline, at least one software project of USD 6,000,000 or more including data warehouse and AI, and at least one health-information-system project of USD 4,000,000 or more with web/mobile, interoperability, high-volume data, GIS/spatio-temporal analysis, AI-supported early warning, security, migration, testing and support. A JV is allowed; only JV-member qualifications count for shortlisting, not proposed subconsultants. Incorporation documents, company brochure and completed Form-1 are required.
