Shortlisting requires, within the five years before the EOI deadline, at least one software project of USD 6,000,000 or more including data warehouse and AI, and at least one health-information-system project of USD 4,000,000 or more with web/mobile, interoperability, high-volume data, GIS/spatio-temporal analysis, AI-supported early warning, security, migration, testing and support. A JV is allowed; only JV-member qualifications count for shortlisting, not proposed subconsultants. Incorporation documents, company brochure and completed Form-1 are required.
